| 1. Origin of the Project Kunming Kunbao Wire and Cable Manufacturing Co., Ltd. is a private enterprise specializing in the production of various wires and cables. In June 2009, the enterprise rented a temporary factory building in Shiba Village, Ala Sub-district Office, Kunming Economic Development Zone for production. In early 2013, the location of the enterprise was planned and requisitioned by Kunming City. In June 2014, the enterprise commissioned Kunming University of Technology to prepare the Environmental Impact Report Form of the Relocation and Technical Transformation Project of Kunming Kunbao Wire and Cable Manufacturing Co., Ltd. In July 2014, it obtained the reply of Kunming Environmental Protection Bureau on the environmental impact report form of relocation and technological transformation project of Kunming kunbao wire and cable manufacturing Co., Ltd. (Kun environmental protection [2014] No. 319). Construction began in September 2014 and was completed and put into operation in October 2015. Due to changes in some engineering contents and production processes during the construction process, the engineering contents, production processes, pollution production links, pollution control measures and pollutant discharge of the project are all changed with the original EIA report and its approval requirements, in November 2017, Kunming kunbao wire and cable manufacturing co., ltd. commissioned Beijing guohuan Tsinghua environmental engineering design and research institute co., ltd. to prepare the supplementary report on environmental impact of Kunming kunbao wire and cable manufacturing co., ltd. relocation and technological transformation project, and in January 2018, it obtained the reply of Kunming environmental protection bureau on the supplementary report on environmental impact of Kunming kunbao wire and cable manufacturing co., ltd. relocation and technological transformation project (kun environmental protection [2018] no 9). In order to meet the needs of market development, the construction unit purchased some new production equipment to expand the production capacity, and used the vacant area of the existing plant for construction, which does not involve the construction of new plants and structures. With a total investment of 80 million yuan, more than 20 new production equipment will be added. After the completion of the project, 30km of mobile metal shielding and monitoring rubber sheathed flexible cables for mines, 800km of photovoltaic low-voltage aluminum alloy cables, 600km of photovoltaic DC cables and 500km of special rubber sheathed cables for electric welding machines will be added to improve the company's wire and cable manufacturing level and production capacity. According to the relevant provisions of the Catalogue of Classified Management of Environmental Impact Assessment of Construction Projects (2021 Edition), this project belongs to "35. Electrical machinery and equipment manufacturing industry; 77-Wire, cable, optical cable and electrical equipment manufacturing 383" in "Other" (except for only division, welding and assembly; Except for annual non-solvent low VOCs content coatings of less than 10 tons), therefore, this project should prepare an environmental impact report form. After accepting the entrustment, our unit has carried out on-the-spot investigation on the surrounding environment of the project construction site according to the relevant regulations of the national construction project environmental management, collected and verified the relevant local environmental data, and compiled the "Kunming Kunbao Wire and Cable Manufacturing Co., Ltd. Green New Energy Cable Production Line Construction Project Report Form" according to the relevant technical specifications of environmental impact assessment, for the construction unit to submit for approval. 2.
